Sidewalk and Walkway Snow Packages for Waterloo Student Rental Landlords

Student tenants are an unreliable snow plan for a reason that has nothing to do with character: they leave in December. The City's clock does not.

Northdale, the streets off Columbia, Hickory, Spruce, Albert and Hazel, and the older houses down toward Uptown hold a large share of Waterloo's rental housing, and most of it is let by the room to students. The sidewalk in front of each house is the owner's responsibility under the City's by-law: clear of snow and ice within 24 hours after a snowfall or ice build-up, with a $100 fine plus clean-up costs for a first offence and $400 plus costs for a repeat. Anyone can report a sidewalk through the City's portal and a by-law officer is notified immediately. On a street where the neighbours are owner-occupiers who have had enough of student houses, they do.

Why this is a package and not a one-off

A landlord with four houses within six blocks of each other has four frontages, four walks, probably two corner lots with sidewalk on two sides, and two or three narrow shared driveways. Done as a cluster on one route the cost per house is modest; done as four separate phone calls after each storm it is not. The package puts every address on one agreement with a visit record per property, so when a tenant, a parent or a by-law officer asks, there is a date and a time.

What it covers

  • The public sidewalk along the frontage and the side street on a corner lot, cleared after each snowfall that reaches the agreed depth.
  • Ice control between storms. The by-law's ice build-up trigger means a freezing rain with no snow still starts the 24 hours. Salt or sand goes down on those days.
  • The front walk and steps, so the sidewalk is not the only thing that is clear and the tenants can get in.
  • The driveway, optionally. Student driveways are short, full of cars and awkward, and during a snow event every car on the street has to come onto them. The snow goes on the lawn, not onto the road, which the City says in as many words.
  • The holiday break, which is the whole point. Houses are empty from mid-December into January and the route does not care.

Lease clauses

Many leases make tenants responsible for snow. Keep the clause if you like, but the City fines the owner, bills the owner for the clean-up, and a slip on the frontage is the owner's liability. The package is cheaper than one fine and one clean-up bill at the repeat rate.

What it is not

It is not instant. Sidewalk routes run through and after a storm and take as long as the storm makes them take. It is a reliable visit within the City's window every time, without anyone having to remember to call.

Frequently asked questions

How many houses can go on one agreement?

As many as you have. Houses close together are priced as a cluster, each address is listed with what is included, and the invoice is one line per property.

Can you cover just the holiday break?

Yes. Fixed-dates coverage for the break is common. Most landlords find that once the price of the break is known, the full season is the better value, but the short arrangement is available.

Will you clear if the tenants have shovelled a path already?

Yes. The visit happens on the route regardless and whatever is left is cleared to full width and ice-controlled. Half a sidewalk is still a reportable sidewalk.
